Appropriates $1,000,000 from the natural area reserve fund to the firefighter's contingency fund for fiscal year 2018-2019.

Appropriates $1,000,000 from the firefighter's contingency fund for fiscal year 2018-2019 exclusively for upgrading firefighting equipment to be used jointly by the State and counties.

Establishes a marine debris special fund within the state treasury to be administered by the Department of Land and Natural Resources.

Marine debris special fund receives legislative appropriations, gifts, donations, grants from public and private agencies, and interest earnings, to be expended for removal of marine debris including plastic debris, nets, derelict vehicles, and grounded vessels from shorelines and nearshore waters.

Takes effect on July 1, 2018.
