Hawaii Emergency Management Agency and Board of Land and Natural Resources shall convene a working group with representatives from county, state, and federal agencies involved in flood mitigation, water retention, flood diversion, and recovery activities.

Working group shall develop strategic regional flood plans addressing flood mitigation, flood water retention, flood diversion, and catastrophic floods, with plans becoming effective by December 31, 2020.

Working group must submit a written report to the legislature no later than twenty days prior to the 2019 regular session, including findings, recommendations, and proposed legislation.

Act takes effect upon approval.
