Commission on Water Resource Management shall conduct an update of the statewide framework for updating the Hawaii Water Plan to provide additional guidance for future updates.

Update shall include facilitated interagency meetings to identify information gaps, consultation with federal, state, and county agencies, and comprehensive review of existing planning elements.

Framework update must address emerging issues including climate change, watershed protection, public trust uses, and drought planning in county water use development plans.

Planning horizon shall be extended from twenty years to a longer time period.

Commission shall submit findings, recommendations, and progress reports to the legislature no later than December 31, 2019, with an appropriation made from general revenues for fiscal year 2018-2019.
