Adds "physical isolation" as a new form of abuse under Hawaii's adult protective services law, defined as denial of ability to communicate, visit, or interact with family, friends, and care providers.

Creates an exception to physical isolation that permits protective actions reasonably intended to protect a vulnerable adult's welfare, such as protective orders, treatment plans, or instructions from physicians or health care professionals.

Includes physical isolation as an element of psychological abuse and adds it as a separate failure under caregiver neglect requirements.

Authorizes the Department of Human Services to investigate allegations of physical isolation and take corrective action, including obtaining judicial relief.

Takes effect January 1, 2050.
