Requires courts to release any person charged with a criminal offense on personal recognizance pending trial unless the court determines they are a flight risk, unlikely to appear for trial, or pose a danger to others, with bail prohibited.

Establishes a Pretrial Services Program within the judiciary to conduct objective, standardized pretrial risk assessments on eligible defendants and make recommendations to courts regarding appropriate release conditions.

Authorizes courts to impose non-monetary conditions of release, including restrictions on contact with certain persons, geographical limitations, weapon prohibitions, supervision requirements, employment or educational mandates, curfews, mental health treatment, and jurisdiction requirements.

Repeals Chapter 804 of the Hawaii Revised Statutes relating to existing bail laws.

Takes effect on July 1, 2019.
