Expands mandatory mediation scope to include disputes involving interpretation or enforcement of condominium declarations, bylaws, house rules, or Chapter 514B, while excluding disputes involving property damage, health/safety threats, assessments, personal injury claims, and insurance coverage issues.

Reduces the additional annual condominium education trust fund fee from $1.50 to 75 cents per unit, effective July 1, 2017, to support mediation of condominium disputes.

Allows surplus funds from the mediation fee to be used for any educational purpose under Section 514B-71(a) rather than only specific educational categories, with future fees adjusted downward to prevent surpluses.

Establishes procedures for compelling mediation through circuit court, including a 45-day deadline for parties to agree on a mediator and mediation date, with prevailing party awarded up to $200 in attorneys' fees.

Specifies that mediations funded by the condominium education trust fund include a $150 fee per party, cap at $6,000 total support, and allows mediator evaluation of claims presented during mediation.
