Cancels $192,450,289 of debt owed by the Hawaii Tourism Authority to the State for general obligation bonds issued under Act 7, Special Session Laws of Hawaii 1993, relieving the authority of all liability including interest and fees on that amount.

Amends Section 201B-8 to remove the requirement that convention center enterprise special fund moneys be used for debt payment, allowing funds to be used only for expenses related to operation, maintenance, improvement, and major repairs of the convention center facility.

Reduces transient accommodations tax allocation to the convention center enterprise special fund from $26,500,000 to $16,500,000 annually and reduces allocation to the tourism special fund from $82,000,000 to $79,000,000 annually.

Appropriates $1,000,000 from general revenues for fiscal year 2018-2019 to the Hawaii Tourism Authority to implement homelessness initiatives in tourist and resort areas in conjunction with the Hawaii Lodging and Tourism Association, with funds contingent on dollar-for-dollar private sector matching.

Takes effect July 1, 2018.
