HB 2014 Summary

• Establishes the Puuhonua Homeless Villages program within the Department of Human Services to provide housing and supportive services to homeless individuals under a "housing first" paradigm.

• Requires the Governor to identify parcels of state land for homeless villages and submit progress reports to the legislature before each regular session.

• Sets requirements for homeless villages including minimum 0.5-acre size with no more than 100 homes, community centers with specific amenities, and individual homes with at least 300 square feet, electricity, and outlets for maximum $15,000 construction cost per home.

• Requires at least 50% of manufacturing labor costs be expended in Hawaii and waives all state and county permitting and construction fees for villages and homes.

• Establishes rent and service charge limits for residents based on income: free for those with no income, no more than 20% of gross monthly income for individuals, and 20% minus $100 per dependent for families.
