Establishes a statewide interoperability executive board within the Department of Defense to serve as the primary steering group for Hawaii's statewide communications interoperability plan.

Board membership includes the Adjutant General (chair), Attorney General (co-chair), heads of public safety, transportation, health, land and natural resources departments, county mayors, fire chiefs, police chiefs, representatives from the 700 MHz regional planning committee, Enhanced 9-1-1 board, and one senator and one representative appointed by legislative leadership.

Requires the board to develop and annually update the statewide communications interoperability plan, establish policies for public safety communications improvements, recommend legislation and policies, and coordinate federal grant applications for public safety communications systems.

Creates a statewide interoperability coordinator position within the Department of Defense Office of Homeland Security to serve as the central coordination point for implementing the interoperability plan and representing Hawaii in national interoperability efforts.

Takes effect July 1, 2017.
