Requires the Department of Human Services to disregard child support payments passed through to applicants or recipients when determining their eligibility and needs for public assistance.

Mandates that the first $100 collected monthly for families with one child, and the first $200 collected monthly for families with more than one child, shall pass through directly to the family receiving public benefits.

Clarifies that public assistance recipients are not responsible for creating a debt to the department for support of their own children during the period they receive assistance.

Limits any debt owed to the department to the amount specified in a family court support order where such an order exists.

Takes effect on July 1, 3000.
