Establishes a statewide interoperability executive board within the Department of Defense chaired by the Adjutant General and co-chaired by the Attorney General to develop and oversee Hawaii's statewide communications interoperability plan.

Board membership includes representatives from state agencies (Public Safety, Transportation, Health, Land and Natural Resources, CIO), all county mayors, fire chiefs, police chiefs, enhanced 9-1-1 board, 700 MHz Regional Planning Committee, and one senator and representative.

Creates position of statewide interoperability coordinator to serve as central coordination point for implementing the interoperability plan and coordinate with federal homeland security efforts.

Establishes statewide interoperable public safety communications trust fund administered by the Department of Defense to pay for board expenses, equipment, infrastructure, training, and supplemental funding to state and county public safety agencies.

Adds surcharges ranging from $10 to $1,000 on various traffic violations and criminal penalties (reckless driving, speeding, child passenger restraint violations, hit-and-run accidents, racing, etc.) with surcharge revenue deposited into the new trust fund; effective July 1, 2017.
