Clarifies that Schedule III, IV, and V narcotic drugs approved by the FDA for maintenance or detoxification treatment (such as suboxone) may be prescribed and dispensed to narcotic-dependent persons.

Allows practitioners to administer or dispense (but not prescribe) any schedule narcotic drug for maintenance or detoxification treatment if separately registered with the federal Drug Enforcement Agency to conduct a narcotic treatment program.

Permits practitioners to prescribe FDA-approved Schedule III, IV, or V narcotic drugs for maintenance or detoxification treatment if complying with federal regulations under title 21 Code of Federal Regulations section 1301.28.

Allows physicians not specially registered as narcotic treatment programs to administer (not prescribe) narcotic drugs for acute withdrawal symptoms for up to three days while arranging referral to treatment.

Excludes certain non-narcotic drugs (apomorphine, naloxone, naltrexone, and others) from Schedule I narcotic drug classifications.
