Adds new section to Chapter 634, Hawaii Revised Statutes, establishing alternative service method for actions involving real property owned by nonresidents of Hawaii.

Authorizes service of summons and complaint by certified, registered, or express mail to the defendant's address on file with the county real property assessment office, rather than requiring personal service.

Requires plaintiff or plaintiff's attorney to file affidavit documenting that summons and complaint were sent by certified mail, with signed return receipt filed with the affidavit.

Deems service complete upon delivery to the defendant or upon the later date that the return receipt is signed by the defendant within 30 days of delivery, whichever is later.

Effective July 1, 2018; does not affect rights, duties, or proceedings that began before the effective date.
