Establishes tuition waivers for University of Hawaii undergraduate and community college students who commit to future employment in homeless services or related social work.

Requires applicants to be U.S. citizens or eligible non-citizens (permanent residents, refugees, asylees, parolees, or Cuban-Haitian entrants) and Hawaii high school graduates with at least 12 months state residency.

Students must maintain satisfactory academic progress, continuous full-time enrollment, and physical presence in Hawaii to receive and keep the waiver.

Board of Regents shall adopt rules establishing specific eligible fields of study and types of employment that qualify for the tuition waiver program.

Appropriates unspecified general funds for fiscal year 2018-2019 to pay for tuition waivers, with any unencumbered balance reverting to the general fund on June 30, 2020; effective July 1, 2018.
