Amends Hawaii Revised Statutes § 46-1.5 to grant counties new authority over sewer laterals that connect to county sewer systems

Authorizes counties to implement a sewer monitoring program to inspect sewer laterals on both public and private property after providing property owners at least ten calendar days' written notice

Empowers counties to compel private property owners to inspect sewer laterals for leaks, infiltration, and inflow, and to perform necessary repairs

Defines "infiltration" as groundwater, rainwater, and saltwater entering county sewer systems through defective laterals, and "inflow" as non-sewage entering through inappropriate or illegal connections

Takes effect upon approval
