Transfers all administrative authority, personnel, and facilities of the University of Hawaii Institute for Astronomy from the University of Hawaii at Manoa to the University of Hawaii at Hilo, effective July 1, 2018.

Requires transferred civil service employees to retain their status, salary, seniority, vacation and sick leave credits, and other benefits without loss.

Allows exempt employees to retain exempt status upon transfer while preserving prior service credit and accrued leave benefits.

Transfers all appropriations, records, equipment, contracts, and property related to the institute's functions to the University of Hawaii at Hilo.

Directs the institute director and University of Hawaii at Hilo chancellor to develop a strategic plan to increase employment and educational opportunities for Hawaii island residents in astronomy-related fields.
