Defines key terms including "consumer," "prepaid wireless telecommunications service," "provider," "seller," and "retail transaction" for purposes of surcharge collection and administration.

Exempts minimal service sales (10 minutes or less, or valued at $5 or less) when sold with a prepaid wireless device for a single non-itemized price from the surcharge requirement.

Establishes that the prepaid wireless E911 surcharge is the only funding obligation imposed on prepaid wireless service providers and sellers for enhanced 911 services, prohibiting additional taxes or fees by the State or political subdivisions.
