Establishes a trespass enforcement pilot program within the office of the governor to address illegal homeless encampments on state lands.

Authorizes the office of the governor to coordinate and oversee enforcement of trespass laws on state property, including lands under the department of transportation, department of land and natural resources, and department of education.

Permits the office of the governor to temporarily establish positions and reassign current state employees to enforce trespassing laws and prevent illegal homeless encampments.

Requires submission of a report to the legislature by twenty days before the 2020 regular session, including number of trespass citations and warnings, individuals placed in homeless shelters, and recommendations on whether to make the program permanent, modify it, or terminate it.

Pilot program takes effect July 1, 2018, and is repealed June 30, 2019; includes an unspecified appropriation from general revenues for fiscal year 2018-2019.
