Amends Section 28-2.5, Hawaii Revised Statutes, to expand conditions under which the Attorney General shall investigate alleged violations of state law.

Attorney General may initiate investigations when: (1) directed by the governor; (2) the attorney general determines an investigation would be in the public interest; or (3) involving alleged violations by a county police officer.

For county police officer investigations, requires both: (a) the prosecuting attorney of the employing county has declined to prosecute; and (b) the victim of the alleged violation submits a written request to the attorney general.

Effective date is July 1, 2050.
