Establishes the Kanoelehua industrial area and Banyan drive region as a redevelopment district pilot project through June 30, 2028.

Authorizes local redevelopment agencies to negotiate development agreements with developers for commercial, business, hotel, or resort uses on public lands within the redevelopment district, subject to county council approval, gubernatorial approval, and legislative concurrent resolution.

Development agreements must specify land identification, intended uses, compliance with state and county law, construction timeline, on-site and off-site improvements, lease terms and rent requirements, and other conditions determined necessary by the redevelopment agency.

Act takes effect July 1, 2050 and is repealed June 30, 2028.
