Adds new section to Hawaii Revised Statutes Chapter 706 establishing enhanced sentencing for property rights offenses (Chapter 708 crimes) committed against nonprofit entities.

Elevates sentence classification by one level: petty misdemeanor becomes misdemeanor, misdemeanor becomes Class C felony, Class C felony becomes Class B felony, and Class B felony becomes Class A felony.

Defines "nonprofit entity" as charitable organizations operating under Internal Revenue Code sections 501(c)(3), (4), (8), (9), (26), or 501(e) that are registered under Hawaii Chapter 414D.

Does not apply retroactively to rights, duties, penalties, or proceedings that began before the effective date.

Effective date: July 1, 2050.
