Establishes the Public Employees Training Program within the Department of Human Resources Development to develop and implement training programs for state employees.

Creates a governing board consisting of the executive director (chair), directors of human resources development and labor and industrial relations (ex officio, nonvoting), University of Hawaii community colleges vice president, one representative from each exclusive bargaining representative, and three members appointed by the governor, senate president, and house speaker.

Prioritizes training program development in the following order: orientation for new employees, programs for entry-level employees and supervisors, professional development for career advancement, workplace skills enhancement, and other career advancement programs.

Establishes the Public Employees Training Fund within the state treasury, funded beginning August 1, 2018 by one percent of annual increases in general fund appropriations for collective bargaining cost items, plus legislative appropriations and gifts or grants.

Takes effect January 1, 2050.
