Authorizes the Hawaii Technology Development Corporation to participate in and contribute funding for activities related to developing a Hawaii cyber ecosystem involving private companies, nonprofit organizations, government, and individuals.

Directs funding toward a comprehensive cybersecurity education curriculum spanning middle, intermediate, and high schools through higher education.

Supports workforce development programs including formal classroom education and experiential learning to address Hawaii's shortage of trained cybersecurity personnel.

Funds innovative approaches to increase Hawaii's preparedness, readiness, and resilience to cyber threats and expand Hawaii's innovation economy.

Appropriates general revenue funds for fiscal year 2018-2019 to the Hawaii Technology Development Corporation for these cybersecurity purposes, effective July 1, 2018.
