Hawaii Technology Development Corporation shall award grants to convert software application challenge proofs of concept into prototypes suitable for local and state government use.

Grant recipients must secure matching funds from corporate, philanthropic, and nongovernment sources accounting for at least 25% of project costs.

All software applications funded by grants must be made open source so anyone may use them free of charge under open source licensing.

Grant applicants must submit applications including software overview, adoption plan with sustainability strategy, budget components, and expected outcomes.

Funds appropriated from general revenues of Hawaii for fiscal year 2018-2019 to be expended by Hawaii Technology Development Corporation for grant awards and challenge event support.
