Establishes the Hawaii Promise Program to provide scholarships for undergraduate students pursuing degrees in registered nursing, elementary or secondary education, or civil engineering at any University of Hawaii campus.

Scholarships cover unmet direct costs (tuition, fees, books, supplies, transportation) for Hawaii residents who complete FAFSA, accept all available federal and state aid, maintain satisfactory academic progress, and enroll in at least 12 credits per semester.

Students are eligible for scholarships for a maximum of eight semesters and must maintain a 2.5 or higher GPA and earn a minimum of 24 credits per academic year to continue receiving aid.

Scholarships are awarded on a first-come, first-served basis in amounts equal to each student's unmet direct cost need, to the extent funds are available.

Appropriates general revenue funds for fiscal year 2018-2019 to establish and implement the program and provide scholarships; becomes effective July 1, 2018.
