Amends Hawaii Revised Statutes Section 206M-3.5 to require the Hawaii Technology Development Corporation to submit annual reports to the legislature no later than twenty days prior to session convening.

Adds a fourth reporting requirement for the corporation to provide outreach and mentorship assistance to innovative small businesses on the neighbor islands.

Appropriates an unspecified amount from general revenues for fiscal year 2018-2019 to continue the neighbor island innovation initiative program.
