Adds new section to Hawaii Revised Statutes Chapter 334 requiring patients in psychiatric facilities authorized to remain unescorted outside the facility to wear continuously monitored electronic tracking devices.

Electronic tracking requirement applies to patients who have been adjudged not responsible for a felony offense due to physical or mental disease, disorder, or defect under section 704-400.

Electronic tracking requirement applies to patients determined by a psychiatrist or psychologist to be likely to commit an act of violence.

Defines "facility" to include physical structures enclosed by walls and areas outside the structure that are enclosed by locked fencing.

Takes effect on July 1, 3000.
