Requires any correctional facility constructed in Hawaii after this Act takes effect to include at least one building, ward, or wing designed to securely house patients adjudged not responsible for felony offenses due to physical or mental disease, disorder, or defect under Hawaii Revised Statutes section 704-400.

Applies to correctional facilities constructed or operated by the State, political subdivisions, or private entities.

Takes effect upon approval.
