Establishes the Hawaii State Fusion Center under the Office of Homeland Security, with oversight by the Director of Homeland Security subject to the Governor's direction and control.

Creates the position of Hawaii State Fusion Center Director, appointed and removable by the Director of Homeland Security, responsible for day-to-day operations and exempt from Chapter 76 civil service requirements with state funding.

Requires the fusion center to maintain continuous staffing to monitor crimes and hazards, serve as a focal point for sharing local, national, and international intelligence with federal authorities, and collaborate across all government levels on threat information.

Mandates establishment of a joint integration center to integrate information technology, cybersecurity, cybercrime prevention, and cyber capabilities while providing technical assistance to protect critical infrastructure and key resources from cyber incidents.

Takes effect on December 23, 2083.
