Requires the Department of Agriculture to conduct a feasibility study on establishing ag-tech zones in Honolulu's Kalihi-Palama, Kakako, and Moanalua areas to increase food production using technological innovation.

Study must research ag-tech zoning practices in other jurisdictions, identify suitable areas in Honolulu, determine funding and staffing requirements, and recommend necessary state and county legislation.

Directs the Department of Agriculture to request assistance from the Department of Land and Natural Resources, University of Hawaii, Department of Business Economic Development and Tourism, Hawaii Community Development Authority, and City and County of Honolulu.

Requires submission of feasibility study findings and recommendations to the legislature no later than twenty days before the 2019 regular session begins.

Appropriates unspecified funds from general revenues for fiscal year 2018-2019 to conduct the feasibility study, with the Act taking effect July 1, 2050.
