• Establishes a regional nutrient cycling pilot program on Maui to be administered by the department of agriculture, with a three-member advisory panel of experts in agriculture and nutrient cycling

• Program shall prioritize projects in disadvantaged communities, demonstrate potential for replication statewide, and provide environmental and agronomic co-benefits including improved water/air quality, increased crop yields, reduced production costs, and soil erosion reduction

• Authorizes appropriation of unspecified funds from general revenues for fiscal year 2018-2019 to cover program operations, equipment, land development, personnel, and testing
