HI HB2103

Establishes a one-year pilot program administered by the Department of Agriculture in collaboration with the Department of Health to expand pesticide disposal programs in the Hilo and Kona regions of Hawaii County.

Requires the pilot program to provide at least one pesticide disposal day per calendar quarter in each region (Hilo and Kona).

Mandates the Department of Agriculture to coordinate with the Department of Health and Hawaii County agencies to conduct advertising and publicize the pilot program and its services.

Requires the Department of Agriculture to submit a report to the legislature no later than twenty days prior to the 2020 regular session with implementation information and recommendations, including proposed legislation.

Addresses the lack of proper disposal means for illegal or unused restricted-use pesticides, which currently leads to improper storage or illegal dumping.
