Establishes the Plastic Pollution Initiative within the Department of Land and Natural Resources with the mission of eliminating plastic waste that impacts native species and pollutes Hawaii's environment.

Creates a Plastic Pollution Advisory Council composed of state agency representatives, legislative committee chairpersons, county representatives, environmental organizations, the Hawaii Tourism Authority, and business community representatives to serve without compensation.

Requires the advisory council to analyze plastic pollution data, develop recommendations for the legislature and counties, coordinate with government agencies and the public, and submit annual reports on progress and findings no later than 20 days before each regular legislative session.

Appropriates funds from general revenues for fiscal year 2018-2019 to establish the initiative and conduct baseline analysis of plastic pollution costs to Hawaii's taxpayers and environment.

Effective date of July 1, 2050.
