Establishes a tuition grant program administered by the Department of Human Resources Development for current state employees enrolled in University of Hawaii undergraduate, graduate, professional, or community college programs.

Requires grant recipients to maintain satisfactory academic progress and commit to 5 years of continued state employment for associate degrees or 10 years for bachelor's, graduate, or professional degrees.

Obligates recipients who fail to obtain their degree or complete the employment commitment to repay the state on a pro-rata basis, except if involuntarily laid off from an approved state position.

Defines "eligible noncitizen" applicants as permanent residents, conditional permanent residents, refugees, asylees, parolees, or Cuban-Haitian entrants with valid documentation.

Appropriates unspecified general revenues for fiscal year 2018-2019 for tuition grants, with unexpended funds remaining available until June 30, 2020.
