H.B. 2114 - Summary

• Amends section 89-9 of Hawaii Revised Statutes to allow negotiations over the implementation of management decisions affecting terms and conditions of employment subject to collective bargaining.

• Permits negotiations over procedures and criteria for promotions, transfers, assignments, demotions, layoffs, suspensions, terminations, discharges, and other disciplinary actions as subjects of bargaining.

• Clarifies that neither party is compelled to agree to proposals or make concessions during negotiations over procedures and criteria.

• Violations of negotiated procedures and criteria may be subject to grievance procedures under collective bargaining agreements.

• Effective upon approval.
