Limits standardized testing to no more than four different tests per school year for students, except those with disabilities or English language learners

Allows schools to apply to the board for waivers from the standardized testing limitations

Requires complex area superintendents to submit annual reports detailing the number of standardized tests required and instructional time devoted to test preparation and administration

Mandates the Department of Education notify students and parents/guardians of their right to opt out of participating in statewide standardized tests

Requires the Board of Education to conduct a one-year statewide survey beginning September 1, 2018, to assess time spent on test preparation and its impact on instruction quality
