• Transfers nomination authority for Hawaii Community Development Authority (HCDA) members representing the Heeia, Kalaeloa, and Kakaako districts from the Honolulu city council to the president of the senate and speaker of the house of representatives.

• Requires the senate president and house speaker to each submit lists of no less than three nominees for district representative positions, with the governor appointing from these lists.

• Clarifies that small business representatives on the HCDA must be owners or active managers of businesses "located and doing business within the physical boundaries" of their respective districts.

• Specifies that no person shall be nominated for more than one HCDA seat among the nine representatives of the several community development districts.

• Takes effect on July 1, 2050.
