HB2127 Summary

• Requires health insurers, mutual benefit societies, and health maintenance organizations to cover comprehensive reproductive health services including contraceptives, abortion, sterilization, and related counseling without cost-sharing (copayments, coinsurance, or deductibles) effective January 1, 2019.

• Mandates coverage for preventive services for women including well-woman care, screenings for sexually transmitted infections and cancers, BRCA genetic testing, tobacco use counseling, domestic violence screening, folic acid supplements, and breastfeeding support.

• Prohibits discrimination in reproductive health care coverage based on race, color, national origin, sex, age, or disability, with violations treated as unfair discriminatory practices under chapter 489.

• Allows religious employers to request exemption from covering contraceptive services and abortion, but requires them to provide notice to enrollees and facilitate direct access to these services.

• Establishes a state program to reimburse reproductive health services for individuals ineligible for Medicaid solely due to citizenship status and appropriates funds for implementation by the Department of Human Services.
