Defines "clinical victim support services" as professional interventions by licensed mental health providers to identify needs and assist victims of sexual violence and abuse in obtaining coordinated services and resources to prevent worsening of mental disorders caused by the abuse.

Requires health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations to cover clinical victim support services for victims of sexual violence and abuse as part of mental health outpatient services benefits.

Specifies that clinical victim support services include coordinating with other health care providers, assisting victims in obtaining government entitlements and insurance coverage, and coordinating with schools and employers.

Applies the coverage requirement to all health benefit plans under Chapter 87A, Hawaii Revised Statutes, for plans issued, renewed, modified, altered, or amended on or after July 1, 2018.

Exempts this Act from the impact assessment report requirement under Section 23-51, Hawaii Revised Statutes, treating clinical victim support services as an existing covered benefit rather than a new mandate.
