Amends Hawaii Revised Statutes Section 711-1110.9 to expand the offense of violation of privacy in the first degree to include threats to disclose intimate images or videos, not just actual disclosure.

Adds "education" and "as an act of revenge or retribution" as additional harm categories that trigger criminal liability for disclosing nude or sexually explicit images without consent.

Requires courts to order destruction of any recording made in violation of privacy laws, and mandates that any recording or image not destroyed be sealed and remain confidential.

Maintains existing exceptions for images made when the person was voluntarily nude or engaging in sexual conduct in public, or pursuant to voluntary commercial transactions.

Takes effect July 1, 2018 and does not apply retroactively to rights, duties, and proceedings that began before the effective date.
