Requires law enforcement agencies and emergency medical services agencies to formally implement lethality assessments and safety planning with domestic violence victims in their policies, procedures, and training to receive certain funding.

Prohibits distribution of federal funds designated for addressing domestic violence to agencies lacking formal lethality assessment and safety planning requirements as of July 1, 2020.

Prohibits distribution of moneys from the Emergency Medical Services Special Fund to agencies without formal lethality assessment and safety planning policies and training.

Defines covered agencies as county police departments, the Department of Public Safety, state or county public bodies employing law enforcement officers, and government or private entities providing ambulance or emergency medical services.

Defines "lethality assessment" and "safety planning" by reference to the International Association of Chiefs of Police Police Officer Domestic Violence Model Policy or comparable standards determined by the Department of the Attorney General.
