Prohibits teachers from engaging in sexual orientation change efforts on students under 18 years of age, with violators subject to disciplinary action by the department.

Prohibits licensed professional counselors (physicians, psychiatrists, psychologists, social workers, mental health counselors, marriage and family therapists) from engaging in or advertising sexual orientation change efforts on minors under 18 years of age.

Defines "sexual orientation change efforts" as practices attempting to change a person's sexual orientation, behaviors, gender identity, gender expressions, or reduce sexual or romantic attractions toward same-gender individuals.

Excludes from the definition counseling that provides acceptance and support for identity exploration without seeking to change sexual orientation, and counseling for gender transition.

Establishes that advertising sexual orientation change efforts to minors constitutes an unfair or deceptive act under state consumer protection law, with violators subject to disciplinary action by professional licensing authorities.
