Prohibits sale of tobacco products and electronic smoking devices at places of business located within 750 feet of public or private schools, public parks, or public housing projects or complexes.

Prohibits issuance of retail tobacco permits for locations within 750 feet of schools, public parks, or public housing complexes; voids any existing permits issued for such locations.

Establishes penalties of $500 fine for first day of violation and $500-$2,000 fine for each subsequent day of violation.

Defines "electronic smoking device" and "tobacco product" by reference to existing statutes (sections 712-1258 and 712-1257).

Takes effect July 1, 3000, except section 2 takes effect January 1, 2019.
