Prohibits insurers from refusing to issue, refusing to renew, or canceling homeowners insurance policies based solely on an insured obtaining or maintaining liability insurance coverage required under Hawaii Revised Statutes section 346-157.

Applies to individuals who are obtaining or maintaining liability insurance as a condition of licensure, temporary permission, or registration with the Department of Human Services to operate a child care facility.

Adds a new Part to Chapter 431, Article 10E of Hawaii Revised Statutes governing child care facility liability insurance coverage.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
