Amends Hawaii Revised Statutes Section 286-28 to replace immediate suspension or revocation of vehicle inspection station permits with administrative fines for the first instances of improper conduct.

Requires the Department of Transportation to issue fines (amount to be determined by department rule) for violations of proper inspection procedures instead of immediately suspending or revoking operating permits.

Permits suspension or revocation of a vehicle inspection station license only after three violations have occurred, rather than on the first violation.

Addresses legislative concern that license revocation or suspension causes unemployment for station employees who may have little control over station operations.

Takes effect on July 1, 2018.
