Authorizes the Hawaii Housing Finance and Development Corporation to develop and implement a housing voucher program for full-time classroom teachers employed by the Department of Education or public charter schools.

Each housing voucher shall not exceed a specified monthly amount and may be used toward rent or mortgage payments for the teacher's primary residence.

Requires the corporation to develop application procedures, processes, and forms necessary to implement the program, and to work with the Department of Education and State Public Charter School Commission to verify applicant eligibility.

Housing voucher applications granted under this section are valid for one year and renewable annually thereafter without requiring reapplication or reverification.

The corporation may adopt rules under chapter 91 to implement the housing voucher program, effective January 1, 2050.
