Adds definition of "metropolitan planning area" to Hawaii Revised Statutes Section 279D-2, referencing the federal definition under title 23 United States Code section 134.

Requires metropolitan planning organizations serving areas within counties with resident populations between 125,000 and 195,000 to include at least one state senator from that area on their policy boards, appointed by the senate president.

Requires the same metropolitan planning organizations to include at least one state representative from that area on their policy boards, appointed by the house speaker.

Existing policy board members whose terms are affected by this Act may continue serving until their terms expire or they are replaced by the respective legislative presiding officer.

Takes effect upon approval.
