Appropriates $520,000 for fiscal year 2018-2019 to maintain existing alternative learning centers or schools within the Hawaii Department of Education.

Appropriates $260,000 for fiscal year 2018-2019 to establish a new alternative learning center for the Nanakuli-Waianae school complex area.

Appropriates $200,000 for fiscal year 2018-2019 for planning and designing alternative learning schools in remaining school complex areas statewide that do not currently have one.

Appropriates $150,000 for fiscal year 2018-2019 to fund one full-time director of alternative learning schools position within the Department of Education.

Defines "alternative learning center" as a school providing ongoing education to juveniles involved in or at high risk of involvement in the justice system; effective July 1, 2050.
