Removes the $1 fee cap for U-drive motor vehicle registrations and establishes a uniform $2 fee for all motor vehicles used for highway beautification and abandoned vehicle disposal purposes.

Allows counties to increase the $2 registration fee up to a maximum of $10 by ordinance, with fee increases above $2 designated exclusively for abandoned or derelict vehicle disposal costs.

Expands the definition of "other related activities" for abandoned vehicle disposal to explicitly include negotiated storage fees charged by county-contracted towing companies.

Requires all collected fees to be deposited into each county's "highway beautification and disposal of abandoned or derelict vehicles revolving fund."

Takes effect on July 1, 2050.
