Authorizes the Department of Human Services to establish or contract with a victim service provider to operate and manage a sex trafficking emergency shelter

Shelter shall provide housing and appropriate services including rehabilitative, medical, mental-health, therapeutic, legal, and diagnostic services to eligible victims

Maximum residence term limited to 30 days per victim, with shelter operators determining eligibility and discharge criteria in consultation with relevant agencies and organizations

Exempts compensation received by victim service providers from state taxes under chapter 237, and allows county mayors to exempt shelter operators from real property taxes, water and sewer fees, and other county charges by executive order

Appropriates an unspecified amount from general revenues to the Department of Human Services for fiscal year 2018-2019 to establish or contract for shelter operations, effective July 1, 2018
